No, you cannot get into B.Tech IIT Kanpur without boards exam. you have to score minimum 75% in Boards exam.

Yes, ITM Vocational University offers an Integrated B.Tech in civil engineering. In addition to integrated civil engineering, courses in computer science, mechanical engineering and chemical engineering are also available.

At ITM Vocational University, the B.Tech. in Civil Engineering programme lasts six years of full-time study. Candidates can apply for this course after receiving their high school Diploma from an approved board. The entire cost of tuition for the 6-year Integrated B.Tech programme is INR 3.51 Lac and hostel fees is around Rs 2.88 lakh with a total of 30 seats.

With reference to your above mentioned query, I would like to tell yo that in order to get a free seat in B.Sc or bds in TS EAMCET, the admission is based on the merit in TS EAMCET.
Candidates with family annual income less than 1 lakh and securing a rank below 10,000 in TS EAMCET are eligible to get free seat in B.Sc or bds . So you need to secure a rank below 10,000 to get free seat. To get such rank you need to score minimum 90-110 marks in TS EAMCET out of 160 marks.
