No, there is no direct admission to B.Tech at BIT Sindri Dhanbad. Admission is determined by your performance in the Joint Entrance Examination - Main (JEE Main), followed by counselling through the Joint Entrance Committee - Jharkhand Engineering Colleges Entrance (JCECE).

Government college admissions are a bit competitive in nature and hence the rank fetched would not secure an admission in the government college. However, there are various private institutes that would offer your preferred course and branch similarly. You can refer to the below curated list and apply for admission to these colleges :-
- Sharda University
- Jaypee institute of information technology
- Amity University
- VIT University
- Manipal University of Higher education
- O.P. Jindal Global University

Actually, the B.Tech Computer Science and Engineering (CSE) programme of the Dream Institute of Technology (DIT) has a selective admission policy. To join this program, learners need to pass the JEE Main exam with high results and secure their place in this program. However, it appears DIT does not afford the direct entry to B.Tech CSE program. No other criteria are taken into consideration for admissions, apart from students’ JEE Main ranks and scores.

You should accept the Electrical branch in NIT Silchar rather than CSE in IIITS as NIT Silchar is way older and has more reputation than IIITs. You should study hard in the 1st year in NIT Silchar as 1st year is common in every department and if you will be able to score more than 9 CGPA then you can apply for branch transfer in CSE. NIT Silchar has a facility of branch transfer in 2nd year so you can go for CSE in 2nd year.
