Yes, an O Level Certificate from DOEACC is required for competitive exams like UP ASI computer operator. However, I could not find any information on whether B.Tech CSE graduates are exempted from this requirement. I suggest you contact the exam conducting authority directly to get more information about the eligibility criteria for UP ASI computer operator.

Both DIT Dehradun and Manipal Jaipur are good colleges for B.Tech CSE. However, it is difficult to say which one is better as it depends on various factors such as faculty, infrastructure, placements and more.
