If you're from General category, you need at least 85 percentile to be on the safe side, that is 90+ marks overall. If you're from SC/ST category, you don't need to worry much as 60-70 percentile will work well for you to get a seat in any government college.

As the rank is 64k I think it will not result anyone into a good NITs. Talking about new NITs, if the category is general, no chance but if anyone belongs to SC/ST then there is a great chance to get a seat in better NIT's. Just don't go through the tag of NITs/IITs, branch matters first. If anyone is not getting a branch of choice, then don't take any unwanted branch because it will lead anyone to the road of failure. I am afraid your 76 percentile is quite low to get admission in any NIT and especially in CS branch. If one understands the percentile, then it is clear that 24% of almost 13 Lacs students are above you. But then there could be some dynamics in admission process which may enable you to get admission somewhere. No, this is not possible.

Yes, you can do B.Tech from one of the various prestigious institutions in India apart from WBJEE. Private Institutions like BIT, VIT, etc. Government institutions like IITs and NITs provide B.Tech courses.

These all are completely different fields. If you want to make your career as a doctor, go with NEET. If you want to learn about medicines or want to open pharmacy or medical store, then go with pharmacy. If you want to learn technical knowledge like Computer Science and Applications or go into core branches like civil, mechanical, metallurgy etc., then go with B.Tech
If your interest is in Maths or computer, core domain like mechanics, robotics, civil. Go with B.Tech. If your interest is in Biology, go with NEET. If you need license, go with pharmacy.
