Yes with your percentile certainly you will get CSE in your desired college though if you aren't from UP then probably you need to settle with specialization in Computer Science specifically in IET Lucknow as it is no. 1 AKTU college having highest cut-off.

Top 15 colleges for B.Tech. The list would be completely dominated by IITs and NITs and some other private institutes like BITS pilani. But nonetheless you can't make it in any of them with 40 marks regardless of whether it is in JEE Mains or in JEE Advanced.

There is no comparison of any IITs with the, DTU, IP, shiv nadar as iits are the best government engineering colleges in India. All the colleges have a good Infrastructure, best teachers, good hostels and very good placement. So you can apply for any of the college. Admission in IIT Guwahati in CSE depends on your JEE Advanced rank while Dtu takes admission on the basis of JEE Mains rank. If your JEE Advanced rank is sufficient to get admission in IIT than you should take admission there but if your rank is not enough than you should

Hello Prashant with your rank probably you won't make it through counseling but there are many good private colleges where you can get admission based on your board percentage or via the entrance exams conducted by those colleges and last but not least through donations you can get CSE.
