Admission to the undergraduate course B.Tech in Karnataka usually begins after the intermediate (10+2) examination. There are multiple entrance examinations for B.Tech like JEE Main the Karnataka Common Entrance Test KCET the Consortium of Medical, Engineering, and Dental Colleges of Karnataka (COMEDK), and other state-level examinations. Also, few universities hold their own entrance exams to admit students to B.Tech and its specializations. The dates vary every year for different examinations. Yes surely you will change your department after 1st year in VIT but that also require some criteria : 80% or 8.5 CGPA in your 1st year (Both semester) No arrear/back history in any subject. Availability of seats in that branch where you have to change.

It's not possible. Distance B.Tech/ B.E. is not valid as per UGC guidelines. So, you can't pursue it, it's better to seek regular admission for a valid degree.
