Hello aspirant! First of all its not necessary that you need a separate engineering department to study artificial intelligence and machine learning. These courses come under CSE and can be chosen as electives also in IT or ECE. Now coming to the colleges in Tamil Nadu:
1. IIT MADRAS
2. NIT TRICHY
3. IIIT KANCHEEPURAM
4. Anna University If you want it as a specialisation then go for VIT Vellore B.Tech in CSE with specialisation in AI AND ML. If not any of these then SRM main campus is also a good choice.

Which University is better It all depends upon the prospect of university/college that you are looking forward to like the curriculum and study, recruitment and placement rate and campus infrastructure and life. It is a little hard to say which is the "best" because it really depends on the student's preferences and research interests but in my opinion, You can go for Geeta University as it is the best University for in NCR. GU gives the student a unique opportunity to earn a degree in Mechanical Engineering with a few specializations in it:
Electrical Vehicle Tech. Robotics & Automation

It is based on your grade point average and admission exam results. It is completely open for you to choose any stream that interests you, given that you are intelligent and have a variety of options. For such gifted students, the job chances are the same (who get to choose disciplines rather than allotted)
If you are a student in a respectable institution and are above average, Mech/Elec/E&C/E&I/Chem are all good options. Given the current infrastructural binge in the nation, even peaceful discourse is preferable.
