As I myself had gone through the same phase a couple of years back. Which course you want to pursue is totally depends upon your interest. In which area you are good and can work harder. I can just suggest few courses. You can go for BBA BCA B.J. M. C. (Mass communication), B.Tech, etc. And, there are many other professional & academic courses, choose as per your interest and decide. Which University is better It all depends upon the prospect of university/college that you are looking forward to like the curriculum and study, recruitment and placement rate and campus infrastructure and life. Every university has its plus points. From experience I can say that if you come to VIT Vellore your coding skills or any other skills be it in computer Science stream or any stream will be polished. There are many clubs ans chapters which will help you develop your overall skills.

Yes, there are many universities including the famous open University located in Delhi, IGNOU, that allow engineering graduates to take the course of post-graduation MA in English. You can download the brochure come application form from the website of IGNOU and fill it up. The courses normally begin twice a year. You need to upload certain documents pay the fees and you are into M.A. In English. Best wishes to you.
