Hello Alma, Majority of the top colleges including the government colleges allow for lateral entry in their 4 year engineering degree courses directly into the second year. Perhaps the noted exceptions are IIT's and NIT's. They do not have facility for lateral entry. This forces them to accept students at least in the second year of 4 year course so that they get the fees for remaining three years to run their institutions. Hello, You indeed have a very interesting query. Normally speaking the institute or the college where you had taken admission is the agency who can give answer to this, since if they have a tie up with some foreign university or college then students from here are sent abroad for the last year or last two years of study and then they get a degree from that foreign university. However if you have joined the college where there is no such tie up then I am afraid you have no option but to complete your graduation here in India and then think of going abroad for doing your MS. Best wishes to you.
