Your mode of application will be online but you will have to come to India for writing the entrance exam as there are no exam centres for COMEDK outside India. As long as the university is same, you can change the colleges, there's no problem in it. A lot of students do that for various reasons.

It hardly matters how well you speak English. Universities in Bangalore take admission on the basis of marks and ranks. Even if your English is weak, you will improve with time. Also, there is not such quota for Delhi students. You will come under the category of a non-Karnataka resident.

It is supposed to be any student who is shifting from one college to the other shouldn't have any backlogs in the previous institution as per what I was told when I asked for a change. So it is suggested you clear all the backlogs and then try for change.
