As per the eligibility criteria of NITs, IITs, and GFTIs : The candidate must have obtained 75% aggregate marks in 10+2 or should be in to 20 percentile of 12th examination conducted by respective state board. Hence you are not eligible for admission in NITs.

You can take UPSC exam, because mininum eligibility is, Bachelor's degree from a recognized university, even if the degree is through distance.

Through ICAR EXAM you will get central govt college for pursuing bsc, btech in agricultural .See ICAR and engineering both are different path. You do not require 11th certificate. For admission anywhere, only 10th and 12th class certificates are compulsory.
