It is very hard to suggest you a course on the basis of your IELTS score only. I must know your interests, subjects you studied and your own plans. What do you want to study? It is something you must decide. Let me know of your plans for a better guidance.

It is not mandatory but it would be wise not to shift immediately after you receive the PR or your PR nomination might be withdrawn.

You can pursue your PGD. Backlogs shouldn't be too much of an worry if you have a good personal statement, letters of reference from your professors and if you meet every admission requirement of the college.

It needs an online application, LOR & essays in some universities along with an IELTS/TOEFL scores. If you may have SAT scores, that also helps.
