Yes, you are eligible for IISER. I have several students in my batch who are from PCB background. Of course, one always benefits of having studied PCMB till 12th. However, in our institute, in the 1st year, the students are encouraged to pick up courses from PCMB and EES as well. Hence, it would be good if one learns a little math or biology before coming to the institute in case you have not done it in 11th and 12th.

*If you are having good communication skills and like management then go for Hotel Management but
*If you are not very good at communicating people and instead good at computers then go for BCA.

Yes, you can get B.Com honors on the basis of 12th marks, either in Mumbai or in Pune.

On the basis of your 12th marks, you will not get admission in any government college. You can try for private institutions for direct admission.
