If you want admission in Delhi, it depends on your category. But even then it looks difficult for you to get in. Although you don't have the marks to get in but still DU. Delhi University offers many flagship undergraduate courses which one can get into through entrance examinations. If you want admission in private college then visit their website for eligibility criteria of different colleges. You can try through that route. You have a great chance.

Yes, you can apply for B.Tech. The general requirement is 80% in 12th (PCM) and JEE. Since you have completed Diploma it is easy to get admission in any reputed college.

You first decide what you want to study and where. Abroad is a broad term. Different countries have different process and requirements. Based on what you want to be you can look for food and nutrition courses in countries like Canada, Australia and New Zealand. There are many options. Go through college websites and check relevant courses. Based on your percentage in 12th you have better chances of admission in Australia and NZ though. You must take the IELTS to meet the English language requirement for foreign students. You must also write a personal statement and you will require Letters of Recommendation from your teache

There are plenty of scholarships which are offered to students of class 12th. Most of the scholarships can only be availed after giving the required entrance exam, but there are few which offer scholarship directly on first come and first serve basis, these can be applied through online only. There are few scholarships started by government of Indian, which is specifically designed to help financially weaker class students.

IISER entrance exam 2018 pattern is such that the question paper will contain a total of 60 multiple choice questions that candidates need to complete in duration of 180 minutes (3 hours). Candidates will be evaluated out of a total of 180 marks, out of which 45 marks is allotted to the biology section.
