Delhi University cut-off keeps on changing, but yes, there are many colleges in which you can enroll yourself for B.Sc. (Maths) with 90% in 12th.

Hi Sambhav,
You cannot apply to German university after 12th, they need 13 years education plus the gap makes it difficult. You can enroll into a Bachelor's degree in India and finish the first year. See other countries other than Europe less competitive than Germany.
