It is very difficult to get a seat in a government college for B.Tech under JEE counseling as your score is too low for general category. You may try for other colleges via entrance exams or board exam marks.

MS Ramaiah College of Arts, Science and Commerce and MS Ramaiah University are different while MSRASC is affiliated to Bangalore University.

You need to score at least 60% to 70%, but can't sure about the college because lots of colleges require JEE mains score, but some private colleges fill their vacant seats for any cost.

You have decent score. Welingkar will be a good option and then SIES, IBS. But cut-off for Welingkar goes to 98 percentile. So, the other better option you have is of SIES which is a good college. You can select better course which has demand whichever college you chose. So, don't worry! All the best!
