To get a visa, you must first have the admission offer letter from a university abroad. Your HSC marks are well beyond repair but if you have scored good marks in your Bachelor's degree then why not. All you need to prove is your worth by showing good academic marks and overall profile.

Since scholarships by foreign colleges and universities are given on merit, you should be having a very good academic profile and with extracurricular activities. Usually, you will be considered for scholarships when you apply to a college abroad, and they will evaluate your application as per their criteria and decide the applicants to receive financial aid.
