The IPS exam is conducted by UPSC. The IPS service is divided into various functional departments such as Crime Branch, Criminal Investigation Department (CID), Home Guards, Traffic Bureau. In order to be eligible for the exam, one has to be a graduate in any stream from a recognized University and should be an Indian citizen. Other eligibility criteria includes:
1. Age: Minimum age 21 years, Maximum age 30 years as on 1st of August in the year of examination.

NIOS is accepted worldwide but each foreign university has its own admission rule, you have to email them and share your certificate with them to get it checked.

Universities abroad have their SET deadlines and application rounds. Depending on the university you have to apply by the deadlines. Usually if you are applying to USA admission rounds starts opening from Aug onwards and you can start classes only from the following year. Its not like you apply in July and start classes from Aug same year. One year is required for the entire application process.
