At least 50% is required to get into graduation. Most of the institutes keep a threshold of 50% in 10/12th. Also, based on institute you are looking for criteria varies.

You need to clear IIT-JEE or similar engineering entrance exam to get into an engineering institute. Many institutes offer IT as a discipline in engineering.

But, to apply for banking you must have the graduation degree:

It will be difficult to get in top fashion designing colleges. You need to check with respective colleges for admissions.
You can also try for national institute of design entrance exam. A good score may enhance your chances.

Instead of running around for better average package, it is advisable that you seek admission in some good colleges in your periphery. Just walk-in and find out about the various colleges. Focus on your studies once admission is done. If your scorecard is good and once you develop good negotiation skills then getting a good package will be much easier for you.
