If a candidate has passed in practical at the main examination, he/ she need not appear for the practical again. The candidate will be allowed to appear only for the theory part. The marks in practical obtained at the main examination shall be carried forward. But, if a candidate has failed in practical, then he/she must appear both in theory and practical even if the candidate has cleared the theory examination.

It depends on you, but I will suggest you should opt for mechanical engineering because it is an evergreen field. Aeronautical also has a good scope, but it doesn't have much demand as compared to mechanical engineering. Mechanical engineering has more scope for future. In future, you can move opt for Masters in aeronautical engineering.
