Many students switched to state boards after 10th because of the flexible system in state boards schools. So, its not a big deal. No, it will not create you any problems in future just focus on your goal and work hard.

Hi, Fine arts are offered by CBSE as a subject option, however, individual schools decide on the options they wish to provide their students. Do let us know which city you are writing in from so we can check if the schools there offer fine arts as a study option in class XI and XII. Else your brother can opt for subjects as per his interests, choice and strengths in class XII since there are no subject restrictions for admission to the BFA course. Mention your category here. If you are an SC or ST, you can get seats in both. If you are from open category, it would be difficult in both.
