If this Certificate is in a language readable by the authorities, they'll accept it. I've seen my friends submitting their state format certificates without any issue. So don't worry it's accepted almost everywhere.

Yes, it is possible to change your Certificate from OBC to OBC-NCL (Non-Creamy Layer) category at the time of JoSAA counseling 2023. However, you will need to have the required documents and follow the prescribed procedure to do so. To change your category, you will need to provide a valid OBC-NCL Certificate issued on or after April 1, 2023.
