There are no levels for certification in CAD unlike Cisco certification which starts from CCNA and ends at CCAr.

You can not give a ranking to any of the database certifications because they all cater to some specific areas and provided by different organizations. Mentioned below are some of them :
OCP: Oracle Certified Professional
ICCP CDMP: Certified Data Management Pro
Microsoft SQL Server Database Certifications
IBM Information Management Certs
MongoDB NoSQL Certifications

MCDBA stands for Microsoft Certified Database Administrator. This certification was designed for database administrators with experience implementing, designing and administrating databases with Microsoft SQL Server 2000. Schools offering Computer Support Technician degrees can also be found in these popular choices.
Exam Requirements
To earn the MCDBA certification, students had to pass exams in SQL server administration, SQL server design and networking systems. Students also passed an additional elective exam to prove competency in a particular Microsoft server product.
