Yes, it's basically affiliated with AKTU but I will not prefer anyone to pursue civil from such colleges rather try some good colleges and still if you want you can but I am suggesting you as per reviews that I used to get from my friends studying there.

It depends on college because every college has different fee structure but in Bangalore there is nothing called as management quota tuition fee or merit seat tuition fee.
