From your information it seems that you have not yet passed your engineering graduation examination. It's okay. A student is allowed to appear for GATE examination even if he is in the final year & you can definitely be considered to be in final year. Hence I feel that you are indeed eligible to appear for this examination. Hello Admit Kumar, you have stated that there are some active backlogs. This means you have not yet passed the graduation. This also means you can be considered as appearing for graduation examination. Hence I feel you are eligible to appear for GATE. In my opinion, you must choose MBA Hons with focus or electives in Marketing!
Civil engineering is otherwise too most conducive for entrepreneurial ventures. Lovely professional university offer MBA Hons with Marketing electives. With your technical skills coupled with marketing and management you can start your own business. The entrepreneurship projects withing the programme itself will give you real time exposure too !
As per mu experience of 16 years in education, I feel entrepreneurship is something which can be great if you have combination of technical and management skills, Marketing to be more precise. You need to visit www.admi

Yes, you can admission in Punjab university and IGNOU which I can refer to. You have to match the criteria of eligibility that is 55% in your graduation.
