I had a study and I reached on conclusion that it is not possible for you to get admission in any of the government polytechnic colleges. You are a little bit behind the required criteria to qualify for government colleges. So, now try for few private colleges with better placement and good facility.

No, three years' Diploma in Civil Engineering is not equivalent to graduation. Graduation is the next higher level of education that you can pursue after completion of your Diploma course. Candidates who have completed three years Diploma in engineering course can get direct admission in second year of BE/B.Tech graduation course. But such institutes are very limited in number. Also if it's far off then obviously you will not be able to attend evening or weekend classes.
