Well, both are top NITs but you should go as per your interest. MNIT, Jaipur is among top 5 but civil branch has less scope as compared to EC branch. You should go for EC branch which is most demanded and future scoring branch. All the best.

No, you cannot get in CET BBSR but you can get in GCE Kalahandi and PEC Berhmpur.

It totally depends on your choice, because we can't compare two branches. If you desire for CSE, go for IIIT, or else go for NIT -Hamirpur. Choose wisely. If you are asking for infrastructures, then NIT Hamirpur is well established and IIIT is running inside NIT-Jamshedpur.
