As you mentioned, you got 65 marks in JEE Mains 2017. And, you have SC reservation. There are fair chances of you to get admission into VNIT Nagpur.
Can't predict, what branch you will get. But, I am sure you will definitely get admission there.

Unfortunately, you can not join merchant navy after B.Tech civil engineering unless you do B.Tech marine engineering or B.Sc nautical science as additional degrees.
