Computer science domain is ever green field but nowadays this field is overcrowded due to students not thinking to any other field and job market is very tight. According to the job market and market demand you may consider civil engineering due to huge demand and lots of job opportunities in private and government projects.

One should keep in mind that the All India rank matters when it comes to getting the required course.
Even if you don't get the required seat you can choose any course in the beginning and then slide to civil after the end of one year if you have a GPA of 9.

Obviously, Sri Sivasubramaniya Nadar College of Engineering (SSNCE) is better than Vel Tech University to pursue civil engineering as well as the other branches of engineering. It has a good reputation and the placements are also good.
