It depends from college to college. Modern universities do accept 10+3 for non-technical programs. However, the same could not be said for government universities/ colleges. You can take admission in almost all top ranking private universities in India.
Below mentioned universities are accepting 10 + 3 format:
1. Symbiosis.
2. Christ.
3. LPU.
4. Amity.
5. Amrita.
6. Manipal.

According for me, you should go for civil engineering.
Below mentioned are few reasons:
1. You could land up in a government job, if you crack some competition exams and would get experience on your way to the top.
2. You can chose civil engineering as a mains subject in IAS. Only, mechanical/ electronics apart from civil have this liberty.
3. There is no dearth of money and opportunities after the first few years of struggle.
Below mentioned re the best colleges:
1. UPES – Dehradun.
2. IITs.
3. BITS – Pilani.
4. College of Engineering – Pune.

Hi Varshil,
You must take GRE and TOEFL. Taking the entrance will not guarantee admission to get into MIT, you must be very strong in your academics and also extra-curricular. You must be one of the top ranked students in your UG degree with exception innovative and research skills.

HI Kristy,
First decide which country and/or university, you must prepare as per their entry requirements. As an international candidate, you must also submit IELTS or TOEFL score. Even GRE will be required if you plan to study in USA.
