You have to go for regular engineering degree because distance technical degree in engineering is not valid

Btech degree by distance is not valid so i not suggest you to go for Distance Btech go for regular Btech degree

You can not apply for Germany but you should apply to near by small country where tuition fee is low for bachelor degree in Civil. Once you complete 4 yrs of bachelor degree in EU; you can choose master degree at free in Germany.
