Jharkhand conducts it's own CET and hence except for IIT equivalent college & NIT, rest all admit students based on entrance exam conducted by the state.

NIT-Raipur, Government Engineering College-Raipur, Government Engineering College Bilaspur, Government Engineering College-Bastar, BIT Durg, Shri Sankracharya Group of Institutions-Bhilai, Rungta Colleges of Engineering and Technology-Bhilai and OP Jindal University-Raipur are the top colleges in Chhattisgarh.

It is clear that, you have a very different combination of marks and rank.
