It depends on the merit list. Germany has various public fund universities and because of that, the competition is very humongous. Try to register for as many universities as you can so your chances are high for getting the admission.

First and foremost, you have to complete your undergraduate degree from a recognised university. You must be academically very strong and sound to be considered for admission in a German university. Normally if we look around, students who apply or being accepted by German institutions are very strong academically and have percentages in the range of 85 to 90% and above. Some other key requirements also include knowledge of German language although many universities do not require prior knowledge of German language. You must also take the IELTS.
