If you write VITEEE, you are eligible only to take admission in VIT B.Tech programmes. If you have appeared for AEEE, you are eligible only for getting admission in Amrita College. You can get admission in any of the other colleges based on these entrances. If you have attempted JEE Mains, you cannot get admission in VIT based on your JEE score.

I wonder why you want to take M.Tech software engineering integrated course for doing TNPSC.
You can pursue other courses, in different institutes or can pursue some B.Sc courses in VIT too. This is highly technical branch, which enables you to know a lot about a CSE and deals a lot of coding languages, if you wish to get placed in top industries like Amazon, Flipkart or many Software Companies you can go with this course.

It is not possible to get the merit list of that programme details, as it changes every year and no year details matches with others. Therefore, you cannot use it to predict your selection. However, if you got like more than 80% in your 12th boards, of course you can get admission.

You cannot get admission in B.Tech programmes if you don't attempt VITEEE in any of the campus. However, you can get admission in other UG programmes or UG+PG integrated programmes based on your 12th score.
