ENTC and computer are really two different fields and you need to choose the stream based on your interest. As far as colleges are concerned, I can talk about Cummins as I know a little about VIT. Cummins is autonomous and has good opportunities for placements for people in Computer and IT streams.

No, you are not eligible because the basic eligibility criteria is,
Candidate need to pass in Higher Secondary Examination conducted by the State / Central Board of Secondary Education or its equivalent examination, with minimum of 70% overall aggregate. Students must have studied Commerce / Accountancy / Mathematics as one of the subjects.

Candidates who have studied in Regular, Full time and Formal Education are alone eligible to apply.
Candidates whose date of birth falls on or after 1st July 1998 are eligible to apply.
Application form will be available from the first week of April 2018.
The Admission will be on the basis of the performance in the qualifying examination (10+2).
The candidates short-listed based on their merit will be called for the counselling.
