On the basis of placements and overall parameters I will rate Thapar University at 1st and JIIT, Noida at 2nd and then CU. However, as per your JEE rank your chances are slim to get CSE at Thapar University so I will suggest you to go for JIIT Noida.

But there are few things which should be kept in mind as ICSI has started giving very fewer results.
1) Patience- It is the key to success at least for CS executive exam.
2) Mental and physical strength-Exams are conducted consecutively without breaks. Your body feels drained after first two exams.
3)Confidence

For CL, ECL, SL and IGL- Just read the chapter and try to understand the concept of each and every topic. Don't mug up things it will result in nothing. After that, make notes in such a way that you end up summing up the entire chapter in one or two pages and revise it in every 15 days. THIS SERIOUSLY
