To pursue construction management, you need to have a degree in engineering or if you have your own business of construction as the best universities or institutes require that. There are diplomas, Masters and MBA possible only if you fulfil the above criteria.

Hard to say, UK is tough now because of the work permit issues around international students. And with the recent exit from EU, things are going to be more tough we assume. USA on the other hand is a different league and very competitive. Try Australia, Canada, New Zealand - these countries have great post study work permit options for international students. Remember that a job is no guarantee unless you are qualified enough and have the proper skills.
