No, a D.El.Ed. (Diploma in Elementary Education) or BTC (Basic Training Certificate) alone does not qualify for M.Ed. admission. You need to complete a B.Ed. before enrolling in an M.Ed. program.

To pursue a Diploma in eliminary education course minimum 50% marks in your 12th is required as you secured 73% in 12th grade you are likely to eligible in getting admission. 

Your 42% in 10th will not directly effective our eligibility for the Diploma courses but its important to check with the specific colleges regarding their eligibility criteria and the exams conducted by them.

To get admission to D.El.Ed at Pt. Sundarlal Sharma (open) University you need to have  minimum  50% marks in higher secondary (+2) or its equivalent examination.  Admission is based on merit, determined by marks obtained in the qualifying examination or performance in the entrance examination, as per the university's policy.

Yes, the Diploma in Elementary Education (D.El.Ed) from NIOS (National Institute of Open Schooling) is valid for government jobs, but with some conditions. According to a recent Supreme Court ruling, candidates who completed the NIOS D.El.Ed programme before August 10, 2017, are eligible to apply for government jobs and promotions. However, the court also clarified that the 18-month D.El.Ed programme conducted through Open and Distance Learning (ODL) mode is not equivalent to the 2-year regular diploma.
