Yes hoping for engineering degree even after a gap of few years is not bad but you have attempted and found out that it is difficult for you. Acceptance of this difficulty is very tough and hence I commend you for this. Yes, you can easily apply for govt. jobs. But, the pattern of govt. jobs is very different by the comparison of B.Com.

It's good to study in foreign as it give more exposure and new perspective towards the field or study. Look for exams the Foreign universities are conducting. Normal exams that are international is GRE TOEFL, etc. Are the exams that annually is conducted. Go for that exam which is conducted by that university in which you are willing to take admission. Score more and try to get the scholarship at that place. Try to give at least one common exam conducting in foregin countries for admissions. Look for the syllabus of exams and cover it thoroughly. If you have a definite career goal defined in your mind, then a Diploma in the related subject will help you in achieving the goal faster and in a better manner, as you get rid of the unnecessary subjects, which would not relate to your goal. However, if you don't have a career goal in mind, a degree after 12th is the right thing to do. Hope this helps you. Be free to share any problem you have.
