Yes, you are eligible. To be eligible for the University Grants Commission – National Eligibility Test (UGC NET) exam, the candidate has to score a minimum of 55% aggregate in a Master's degree pr Equivalent in a relevant stream from any recognised university. Candidates currently in the final year of a master's degree are also eligible for the exam.

UPSC is a governmental body under Government of India which selects students for various exam and posts under central government. 

If you have done Bachelor ( Graduation) in any subject like Bsc, BA, Bcom or any equivalent degree then you can apply for UPSC exams.

Bachelor is not required in all UPSC exams, you can give NDA or CDS examination which is for 12th pursuing/ Passed students

Yes, definitely, you can join college at the age of 23. Since you have left your B.Tech degree in the 3rd year, there are many options for you. You can either apply for fresh B.Tech courses or you can go for any other undergraduate course depending upon your interest like BCA, BBA, B.Sc. If you like to finish B.Tech, then rejoining classes or credit transfers are generally allowed in various colleges. A postgraduate option, be it an MBA or a M.Sc, can come after the graduation of an relevant undergraduate course is completed.
