You can pursue B.Sc. in Physical Education, Health Education and Sports from Indira Gandhi Institute of Physical Education and Sports Sciences. Basic eligibility to pursue this course is that candidate should have cleared class 12 exams with a minimum aggregate of 45%. Aggregate percentage will be in best four subjects including one language. Wow. That's a huge number of backlogs. Surely, you can pursue your Masters in Australia but gaining admissions in top ranking universities will be very difficult. There are plenty of options in Australia, a good application package can ensure admissions. See that your SOP is very good in addition to your internship, projects, extracurriculars and also recommendation letters. A very good IELTS score is a must, see that you score either 6.5 or higher. There are two exams conducted every year for the police officer

UPSC (Union Public Service Commission)
SPSC (State Public Service Commission)
UPSC is of the higher level. For both the exams, you must be a graduate. Now, it depends on you that you choose either engineering course or any other undergraduate degree course.
