It's great to know that you want to do both courses. Just a word of caution. Studying would be quite intensive. If you are not signing any false declaration, you can definitely proceed as planned.

You can go for M.Tech in mechanical engineering or M.Tech in Marine Engineering or something like that.

You have not mentioned your reasons of drop out. If drop out was because of poor performance then no Engineering college will give you admission. If your Performance was good, you may seek transfer to new college.

The main reason why postgraduate courses are named as PGDM is because when an Institute is an autonomous body (not affiliated to any university) and conducts management courses, then such Institutes cannot offer MBA degree. Even IIMs, XLRI's doesn't offer MBA degrees; they only give PGP Diploma. I hope this would suffice.
