You can apply after BDS but different universities have different requirements so please check university websites. To apply to MPH programs you must apply via the online portal ' Schools of Public Health Application Service (SOPHAS) application'. Please check the SOPHAS website. Also you must take GMAT or GRE and TOEFL to be eligible for admissions.

Hi Rahul,
The priority order can be as follows:
1. MBBS from India (from a good medical college)
2. MBBS from Philippines (from a good medical college)
3. BDS from India
First of all you can give priority to MBBS course as there is a need of good medical professionals in India and abroad.
Secondly, it's important to choose a good college whether in India or Abroad as the Indian government is very soon planning to implement an exit exam for doctors in India before they start practice and go for PG in India. Canada has a good scope but she must clear the rigorous medical council exams. This applies to any foreign country she applies. She cannot practice without clearing the country specific medical entrance exam.
