No, you cannot become a qualified doctor (dermatologist) who analyses and treats diseases without an MBBS degree.
But you can work in skin care by studying alternative and non-doctor courses like BSc in Skin Care Technology, Dermatology Nursing or Cosmetology which lead to support roles in clinics.

BSc Dermatology (Bachelor of Science in Dermatology/Skin Science) is a 3 year UG course which focuses on the study of skin and hair.
BSc Dermatology prepares you to be a technical expert or assistant in skincare and not just a licensed medical doctor who gives medicine.
