No, you cannot pursue M.Com after studying BBA. Candidates who study B.Com are eligible for studying M.Com. However, you are eligible for studying MBA.

-Bachelor's degree from a recognised university. -Diploma holders need to possess three years of work experience to pursue the programme. -B-Schools select students based on entrance exams that test the analytical, verbal and numerical abilities of students. The basic eligibility criteria for the 2 year MBA programme is that the candidates should be graduates in any discipline. For opting for the Distance MBA programme, the candidates need to have minimum 3 years work experience. The exact eligibility criteria might vary from institute to institute, but the generic criteria would be the same. Selection Criteria

Yes, but you should check if UGC-DEB list shows the institution. You should log on the website of UGC-DEB. You can ask the college authority for a letter showing recognition. Regards.
