But from my opinion, you should join Allen classroom contact programme as the faculty present there is very much experienced. And, if you are dedicated towards your study then that place is the best option for you

If any student is not able to clear 12th then he / she cannot pursue any Bachelor's degree through regular or distance mode.

You can check the recognition and approval of the particular university in UGC website or Distance learning council. If the University name is mentioned there then no need to approach HRD. If the university is listed under fake university then you may have to complain to HRD Ministry or file a legal case for the same.
