National institute of technology, kurukshetra is considered as one of the most prestigious technical Institute in our country. I will give some points regarding the college here:
Departments:
CS/IT department : This department bags the highest placement packages every year. The coding culture is very good. The drawback of this department is the faculty ratio. Less no. of professors are experienced and most of them are on contract basis.CCN facility is very good and u can visit there any time.

You have to attend JAC (joint admission counselling) to get admission in DTU or NSIT. The counselling is done on the basis of your JEE Mains score.

The answer would be, yes. You are eligible to apply. But you wouldn't get admission as the cut-offs of DTU are really high. Unless you are planning to drop for a year, I would suggest you go for some local college.

Yes, you can apply to DTU Counselling, as you are from general category, you will not get admission in core branches like CS, IT, etc. To apply for counselling click on the following link:

Indian Institute of Information Technology, Nagpur
Indian Institute of Information Technology, Ranchi

Sorry but your chances of admission in DTU are 50-50 because from this year the rank system has changed. This might affect the cutoff of various courses in DTU but considering last year's cutoff you might get low preferred branches in DTU like EP, ENE, biotech and PCT.
