The rank that you require to target for a particular specialisation at IIT Roorkee would depend on the category you belong to. If you belong to the General AI category, then you must target a rank of below 2033 for Electrical Engineering, as per the last round.

If you belong to the OBC AI category, then your target should be a rank below 1012. For the SC AI and ST AI category candidates, the target rank for Electrical Engineering should be below 560 and 298, respectively.

Yes, it's possible to apply for full scholarships with a 3.43 CGPA, especially for higher education programs, but it requires careful research and a well-rounded application. While a 3.43 CGPA is a strong academic record, it's not a guarantee of a full scholarship, as many scholarships are highly competitive.

No it's not. Every college has its own coursework pattern, means their own core subjects, elective subject choices, lab work, and projects. Having said that, the BTech Electrical Engg. course concepts taught in classes are more or less the same to give the students as much knowledge of the basic concepts of the field as possible during the 4-year time span.
