Yes, you can change your trade in BE. And, your percentage is also good but you have to qualify LEET entrance examination and cross the cut-off according to the college and branch.

If want to apply for govt. colleges then you have to apply for CET ( central entrance test) in this after selection you are required min. 35% aggregate in physics, chemistry and maths.
