Yes, you are eligible for getting admission in this university with this rank. And, in this course, but for that you have to wait for the counselling letter, and you have to follow all the given instructions there to get into this college.

Hello Varshil Shah,
Gujarat government too enforced domicile rule for admission to different Engineering colleges. It conducts GUJCET for this purpose. However private colleges are allowed to fill up management quota by means ranking in JEE Mains. But the seats are very less. You may still make an attempt at admission. Best wishes to you.

To get admission in Presidency University, Bangalore - B.Tech in Electronics and Communication Engineering, you have to contact to college authority and ask for management quota details and they will guide you in the whole process.

Yes, you can get this branch in most of the colleges like IIITs and NITs but be careful while choosing the college. All the colleges are not good, even some GFTIs are better than the NITs and IIITs.
